Quick answer
Under the current system MUI issues the fatwa and no longer issues certificates, so old MUI certificates are gradually bridged to BPJPH certificates under transition arrangements and are not permanently valid. Food and beverages have required BPJPH certificates since October 17, 2024; other mandatory categories reach their date on October 17, 2026. Holders should check category date and status and reapply through the BPJPH route rather than awaiting automatic conversion.
Detailed explanation
How the Reform Unfolded
Law 33/2014 established BPJPH as the halal assurance authority, PP 39/2021 detailed implementation, and Law 6/2023 amended the framework. BPJPH now organizes application intake, inspector assignment, issuance and supervision, while MUI delivers the fatwa. The older arrangement of certificates issued directly by MUI has ended, and old documents are bridged under the transition.
What Holders Should Do
- List every old MUI certificate with plant address, categories and expiry.
- Judge urgency against the mandate date of each product category.
- Check current SIHALAL registration requirements and prepare recipes, supplier evidence and SJPH files for the BPJPH route.
- Do not keep using an old certificate scan as the sole clearance document.
Two Misreadings
- The old certificate converts automatically at expiry. In fact a fresh application, inspection and fatwa are required.
- An MUI certificate and a BPJPH certificate are interchangeable because the content looks similar. The issuers and legal bases differ. Timing depends on document completeness, corrections, audit slots and fatwa progress, and actual progress prevails.
